docs: refresh Strata GitHub-facing status

Summary

• refreshed the GitHub-facing docs branch against current master at ee22ca8 Add deterministic desync remediation policy
• merged origin/master into docs/github-facing-refresh, preserving the landed live desync-report routing slice and deterministic remediation-policy slice
• updated README.md and docs/architecture.md so the front door names routed client desync-report packets, ProtocolFeature::DesyncReport, deterministic remediation decisions, and remediation-policy checks
• kept the wording explicit that actual recovery payload execution, quarantine mutation, rollback, and disconnect handling are still future/active-lane work
• updated the GitHub repo description to mention routed desync reports and remediation policy
• refreshed repository topics by replacing tcp with desync-remediation

Hosted CI did not start any job steps. Both CI jobs failed before runner assignment with the GitHub annotation: recent account payments have failed or the spending limit needs to be increased. This appears to be an account/billing runner issue rather than a repo/test failure.

Updated the docs refresh PR again after master advanced to c539145.

Local verification passed:

The branch is now rebased onto the live-session wire packet codec commit, and the GitHub repo description/topics now call out the shared wire/ACK packet codec surface. Hosted CI is still failing before job steps, consistent with the existing runner/account billing issue noted above.
