更新分隔线章节的介绍文本，为表格合并功能补充使用说明，完善所有章节的永久链接锚点设置
- 补充图片需使用洛谷图床的要求，禁止外部链接图片（动图可使用Bilibili） - 明确题解需附带代码的规则，仅纯文字说明足够时可例外 - 修改过长代码的展示方式为折叠块，而非洛谷云剪贴板
将原蓝色及以上奖项认证用户的要求调整为6级及以上（蓝色或金色）奖项认证用户。
移除暂未开放的提示，更新提交权限的认证要求
补充两条工单提交要求：描述需详细准确且勿将需求作为附件提交；同时更新无效工单判定项，将模糊或浮夸的描述纳入违规情形
新增注册与账号安全指南文档register-roll.md，添加配套的演示图片，更新洛谷账号手册首页以链接至新指南

社区规则重构：将社区规则划分为总则、处罚种类、违规行为细则等四大章节，条理更清晰，处罚标准更明确。
题解与 Markdown 规范更新：明确要求题解必须附带代码，长代码强制使用 Markdown 折叠块（禁用云剪贴板），且配图必须使用洛谷图床。
新增精选题单工单：开放 6 级及以上认证用户通过工单申请“精选题单”，正式替代原有的征集帖。
账号安全指南：新增详尽的账号注册与安全设置教程，大力推广 Passkey（通行密钥）与双因素认证（2FA）。
