・本家binderhubのDockerfileに倣い、pythonイメージを 3.11-slim-bullseye ↓ 3.13-slim-bookworm へ変更(bullseyeはOpenSSL 1.1.1でサポート終了しているため、最新のセキュリティパッチがない) ・openssl3.0.18へのアップデートを追加
