Build all packages in CI.
mbedtlsassumes MSVC on windows, and the build flags do not jive with clang. For this reason, packages built on windows are built using MSVC. The dependent packages (mbedtls and libusb) should be statically linked and therefore unnecessary to upload for users. Hopefully thetool_requireson windows allows using a MSVC built binary, but there's no way to test it without uploading it to the conan remote.
