Support configuring reasoning effort (none/low/medium/high) for
OpenAI reasoning-capable models like gpt-5.2. When set, routes
requests through the Responses API with `reasoning={"effort": ...}`.
Also readable via the OPENAI_REASONING_EFFORT environment variable.
