ci: remove Tests workflow

This workflow has been migrated to Prow as the pull-node-readiness-controller-test presubmit job.

keeping a hold until PR kubernetes/test-infra#37035 is merged first, and we have atleast one green test showing up in prow/testgrid.

Could we also document our prow workflows, how to write new tests and relevant maintenance instructions in our project? Maybe also link at the contributing guide? Not necessarily at this PR, you could create an issue and followup as you find time.
