isSponsorNihMultiplePi currently only evaluates the sponsor and not the prime sponsor. All the multi PI behavior is keyed off of this method.
This change adds a new method to check both sponsor and prime sponsor when evaluating for NihMultiPi sponsor hierarchy.
There is no 'feature flag' hiding this change because this change is considered a bug fix and not a new optional feature.
There is a corresponding change to the kc-api repository.
