module/measured_at/ inlinemetrics方式へ移行internal/modulerunnerとmodules/gobcewrapper を追加し、hado chargeが Module Runner 経由で coverage を manifest に書き戻すように変更hado fire、README、関連 docs、make readiness-checkを新しいcharge -> fireフローに同期Test plan
