Harden repo quality gates and split renderer app

Summary

• remove incomplete cloud-provider surface area and align the supported provider set with the implemented backends
• add ESLint, Prettier, Node-based unit tests, CI enforcement, and supporting pure utility modules
• split the oversized renderer app into reusable components and utility modules with renderer-focused tests
