chore: Remove unused bootstrapping and coordination files

This pull request removes multiple unused artifacts, leftover state, and unneeded modules to streamline the repository strictly to essential bootstrapping files.

Changes included:

• Deleted the leftover .agents/ directory containing .processed markers and .lock files.
• Deleted docs/review/REVIEW_20260104.md which documented an old multi-agent epic not relevant to the core bootstrap.
• Deleted the broken scripts/index shell wrapper.
• Deleted the unneeded templates/task.md.
• Removed the unused scripts/lib/audit.py and scripts/lib/concurrency.py library scripts.
• Reverted scripts/lib/io.py to remove gzip functionalities that were associated with the multi-agent enhancements.
