Implemented the Phase 1 Planning and Isolation Workspace Setup task (FEATURES-20260305-171247-LAG).

• Created .claude/skills/workspace/SKILL.md.
• Implemented scripts/workspace.py with the setup command.
• The command verifies quality (scripts/quality.py verify) and checks out a branch with the specified task ID.
• Added missing test coverage and updated the relevant tasks status to "completed".
