feat: implement micro planning task breakdown skill

Resolves task FEATURES-20260305-171335-FJF. Added breakdown feature to scripts/tasks.py which provides structured prompts and data to an AI Task Agent to decompose features into smaller atomic tasks. Evaluated with complete unit tests.
