整合并修正 #72 的内容：补充 8 类外语考试（IELTS/TOEFL、DELE、DELF、 Goethe、JLPT、TOPIK、ТРКИ、CILS）的等级体系、学习路径与重难点， 归整到学业规划的考试备考区，并修正原 PR 的 Markdown 列表缩进/括号格式。 原始贡献：@tamatobleed (#72) Co-authored-by: Claude Opus 4.8 <noreply@anthropic.com>
