Openstack supports passing MetaData when creating a VM, but current version of the plugin doesn't expose this functionality.
Added support for coma separated list of metadata key/values in Cloud configuration.

Testing done
Started VM on a OpenStack instance and confirmed Metadata set in Jenkins configuration properly appeared in the created VM
Tested with no, one, and multiple metadata passed to the VM
