chore(make.ps1): include Jenkins version in compose filename

This change includes Jenkins version as suffix in the generated docker compose filename.

Extracted from:

• fix(windows): proper tags on publication #2255

Testing done

$ pwsh make.ps1
$ ls build*.yaml
build-windows_windowsservercore-ltsc2022_2.550.yaml
