Prepares the Jakarta RESTful Web Services specification and API for Milestone 1 release by addressing key platform requirements and modernization efforts.

Files Changed

• 5 API classes updated to remove deprecated Security Manager calls
• Specification document enhanced with SEO metadata
• TCK exclude list cleaned for milestone release
