- Add Apache 2.0 LICENSE template for all terraform_module repos
- Add CONTRIBUTING.md with contribution guidelines
- Add review-local.md Claude command for local pre-PR reviews
- Update README badge layout in CODING_STANDARD.md:
- New order: Contact, Docs, Registry, Release, AWS, Security, License
- Updated badge formats with improved styling
