Update the
default_python_distributionsto match the latest python-build-standalone 20231002 release.Updates to python 3.8.18, 3.9.18, 3.10.13.

I saw the note at the top of the file:
But I don't know how to autogenerate it, so I did it manually.
If there is a better way, perhaps it can kick off a conversation about how to do it. Sure would be nice to use newer python!
