Issue

[MASR-5862]

Description

This PR adds support for the new adoption metrics reporting feature in the python devops to align with the MAS opt-out capability. The implementation introduces three granular flags that allow administrators to control whether adoption metrics are sent to IBM during suite installation.

Testing:

See ibm-mas/cli#1854 for testing.
