This PR refactors a bit
ibexa/gh-workflows/actions/composer-installaction by extracting its portion and reusing it asibexa/gh-workflows/actions/prepare-composeraction. In some cases, before callingramsey/composer-install, step we need to make final, package-specific adjustments (like e.g., install Solr package in core). Making the actions more granular will allow that.
