Fix FR VAT ID rule

FR VAT IDs have exactly 11 digits

Thank you @fero8, but afaik French VAT numbers may contain an alphabetic character at position 1, 2 or both. The length is however always 11.

This is confirmed on at least the following sources:

Do you have a source for your change? Maybe this is a historical thing?

@dannyvankooten oh, you are absolutely right, sorry about that. The test FR VAT had only 11 digits (no alpha chars) and for some reason it was failing the regex in the validateVatNumberFormat method. My bad, I guess I will just close this for now.
