Add jules-done label support #162

- Added `jules-done` label to `src/lib/github-labels.ts` with color `#e539a6`.
- Updated `src/lib/jules.ts` to detect completion comments ("Ready for a review!").
- Implemented `handleCompleted` workflow action to add the `jules-done` label and react with a rocket emoji.
