Create initial STATE.scm file following hyperpolymath/state.scm format. Documents current project position (bootstrap/nascent), blocking issues, questions for maintainer, route to MVP v1, and long-term roadmap. Key findings: - Project has CI/CD infrastructure but no source code - Dependabot configuration is incomplete - Project purpose/identity needs definition before MVP work can proceed
