Set up Eslint and Prettier

What does this change?

• sets up Eslint v9 with the basic recommended rules
• adds the linting and formatting scripts to package.json
• sets up Husky to lint pre-push
• adds a CI that runs linting
• formats remaining files with Prettier
• specify which node version we expect in package.json
