This PR adds a workflow to start publishing GitHub Pages using GitHub Actions.
It assumes https://github.com/haml/haml-site/settings/pages enables GitHub Pages and sets "Source" to "GitHub Actions". It also assumes this repository will take over "Custom domain" of GitHub Pages from
haml/haml.github.iolater.I think it's useful to set up GitHub Pages this way so that haml/haml can trigger this workflow to automatically update the website on releases.
