The stars count chip on the repository dashboard was clickable but didn't navigate anywhere. Wrap it in an anchor tag linking to the GitHub stargazers page, matching the pattern used by the issues chip. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

This PR makes the repository “stars” indicator in the HACS repository dashboard clickable by linking it directly to the GitHub stargazers page for the repository.
Changes:
- Wrap the stars assist-chip in an external GitHub link to
/stargazers. - Align the stars chip behavior with other linked chips in the same chip set (e.g., authors, issues).
