Surface operation marker row in Runtime Intelligence reports

Summary

• add a Runtime Intelligence Risk Summary row for compact Orchestrator queue/deadline/fallback markers
• gate the new report row in artifact and CI artifact checks
• document the row as local-first reviewer navigation context, not production scheduler behavior
