test: preserve duration traceability in ci summary

Summary

• require the Runtime Intelligence report gate summary to keep Validated Duration Traceability markers
• mirror those duration handoff/source/scope markers into the final CI artifact gate summary
• document the deployment-risk summary marker preservation in the optional GitLab artifact docs
