feat: add Runtime telemetry history seed

Summary

• add additive runtime_telemetry.history_seed for EdgeEnv telemetry history/replay accumulation
• keep Runtime as telemetry evidence producer with registry_owner=edgeenv and decision_owner=lab
• document the boundary as local-first evidence, not production monitoring

Tests

• bash scripts/smoke_default.sh
• python3 -m unittest discover -s tests -p 'test_*.py'
• python3 tests/test_manifest_compare_identity.py
• git diff --check

Notes:

• python3 -m pytest -q is not available in this repo environment because pytest is not installed; the repo's Python tests were run through unittest.
