[ERROR] Connection reset by peer - SSL_connectが出るようになったので、rubyとalpineのバージョン変更しています。私の変更としては以下部分のみ
上記の変更でSSLエラーは出なくなりました。
（あとこのもとのbranch
include-notify-tool-binaryの内容はもう運用されているので、masterにこのbranchの内容は含めてしまって良い気がします）
