Revise issue and pull request templates to match EAPS

Type of change

Added

• .github/pull_request_template.md - moved from .github/PULL_REQUEST_TEMPLATE/

Updated

• .github/ISSUE_TEMPLATE/ - Updated bug and feature request templates to match EAPS.
• .github/workflows/main.yaml - Updated so that job not run when updating .md files (sadly will run on this job because I'm updating the .yaml file lol)

Removed

• .github/PULL_REQUEST_TEMPLATE/pull_request_template.md - Misread Adding a pull request template docs and placed template in subdirectory of .github directory... Oops.

Testing

• Outline manual or automated tests performed and how it relates to the particular feature added or functionality changed
• Upload logs or provide relevant snippets of terminal output to demo functionality
