Builds a publishable `tpu_raiden` wheel mirroring torch_tpu's pipeline: date-stamped version from pyproject.toml, Bazel `py_wheel`, build in the ml-build container, twine upload to Artifact Registry. torch_tpu is consumed at build time via the existing torch_tpu bazel_dep (--override_module to a local checkout) and at runtime as a pip prerequisite.
