docs: bump actions/create-github-app-token action

Why:

actions/create-github-app-token@v2 has below breaking changes.

Removed deprecated inputs (app_id, private_key, skip_token_revoke) and made app-id and private-key required in the action configuration.

The workflows which I updated use app-id and private-key inputs.
So v2 is correct.
