Remove tag creation logic from TagPicker - parent components handle

Separated concerns across three component layers:

1. InPlaceTagEditor (pure UI):
   - Removed view mode and display state management
   - Only handles tag selection form, emits save/cancel
   - Accepts minimal props: existingTags, loading, error

2. Wrapper components (ChannelTagEditor, DiscussionTagEditor):
   - Handle domain-specific mutations (UPDATE_CHANNEL, UPDATE_DISCUSSION)
   - Use onDone hooks to emit 'done' on success
   - Pass through 'cancel' event from child
   - Removed canEdit and onTagClick props

3. Parent components (ChannelSidebar, DiscussionBody):
   - Manage showTagEditor state
   - Render view mode (tags + edit button)
   - Render edit mode (wrapper component)
   - Listen to done/cancel events to control editor visibility

This architecture ensures child components are ignorant of parent
layout/state and each component has a single clear responsibility.
