Use the sassOptions present in gulp config (or a project's local gulp config), to extend defaults - but use the cssConfig values for outputStyle, sourceComments and includePaths.
The use case for me was needing to set an 'importer' in sass options so that nested @import globbing could work (see https://github.com/mikevercoelen/gulp-sass-glob/issues/43#issue-299326420).
