Reverts commit 2ae7de8 (the revert-of-revert from the 13.2.1 patch release) to bring master back to the correct 13.x baseline: - Package.swift: iOS 17 + watchOS 8, SQLCipher 4.10, swiftLanguageVersions - build_xcframeworks.sh: remove Catalyst slice The 14.0-era changes (iOS 18, SQLCipher 4.16, Catalyst, swiftLanguageModes) now live on the dev branch where they belong. Also updates CLAUDE.md and README.md to document the new two-branch model.
