• Add mock files for the connector
• Move v1 flyteplugins/go/tasks/pluginmachinery/internal/webapi/* to v2 branch
• Move v1 flyteplugins/go/tasks/pluginmachinery/webapi/* to v2 branch
• Add webapi/connector plugin
• Move v1 secret manger to v2 flyteplugins

How was this patch tested?

Run a BigQuery task in the devbox.
