The pnpm configuration option for excluding packages from the minimum release age check is minimum-release-age-exclude-packages. In camelCase (for pnpm-workspace.yaml), this should be minimumReleaseAgeExcludePackages instead of minimumReleaseAgeExclude. Using the incorrect key will cause pnpm to ignore the exclusion list, which will block the installation of newly built pkg.pr.new packages.
