This PR adds the ability to specify enqueueing behavior when creating sync queue entries, allowing control over whether all entities or only eligible entities should be queued for synchronization processing.
- Introduces a new
QueueBehaviorenum with options to queue all entities or only eligible ones - Updates the
ISyncQueueServiceinterface and implementation to accept an optional behavior parameter - Adds eligibility checking logic when the behavior is set to queue eligible entities only
