AFAICT, vsce will pick up CHANGELOG automatically when we publish and populate the marketplace entry accordingly (see https://github.com/microsoft/vscode-vsce/blob/5f09e29c5e96b00c7182fe0cd8a7502f3e315394/src/package.ts#L1010)
