eslint-plugin-react-hooks: allow ref-guarded setState in effects

Summary

Fixes #34858.

Makes enableAllowSetStateFromRefsInEffects explicit in ESLint compiler runtime options so behavior does not depend on compiler default values.

Adds regression tests for ref-guarded first-render setState in set-state-in-effect rule.

Changes

• Set enableAllowSetStateFromRefsInEffects: true in:
  • packages/eslint-plugin-react-hooks/src/shared/RunReactCompiler.ts
  • compiler/packages/eslint-plugin-react-compiler/src/shared/RunReactCompiler.ts
• Added set-state-in-effect TypeScript test coverage in:
  • packages/eslint-plugin-react-hooks/tests/ReactCompilerRuleTypescript-test.ts

Testing

• Attempted local run of:

pm run test -- packages/eslint-plugin-react-hooks/tests/ReactCompilerRuleTypescript-test.ts

• Current local environment has dependency issues from mixed package manager state; expecting CI to provide clean verification.
