Expands the OvertureService to use Overture's STAC to fetch the latest PMTiles for Buildings and Places.
Overture's monthly releases include Microsoft ML Footprints, Google Open Buildings, and Esri Community Maps buildings data. This is already conflated with OSM. The PMTiles designed to power Overture's explore site are the perfect source for Rapid.
This remove's Rapid's dependency on Meta's mapwith.ai conflation service and adds Google Open Buildings to the ML building footprints available in Rapid.
