The Actions GITHUB_TOKEN can't create/enable the Pages site in this repo
("Resource not accessible by integration"), so `enablement: true` can't
bootstrap it. Revert to plain configure-pages and document the one-time
Settings → Pages → Source: GitHub Actions step, which the workflow needs.
