Auto-enable GitHub Pages in deploy workflow#10

The first deploy failed because Pages wasn't enabled on the repo
("Get Pages site failed ... Not Found"). Set actions/configure-pages
`enablement: true` so the workflow turns Pages on (build type: GitHub Actions)
itself, removing the manual settings step. DEPLOY.md updated to match.
