Close li tags in footnotes. There is still a paragraph tag being opened before the footnote content. Not sure how to resolve at the moment. Closing tags resolves issues with some CMSs.
Added a check for if we are in a footnote, and if so, don't open a new paragraph.

Closes li tags in footnotes which resolves some issues with some CMSs.
There is still a paragraph tag opened before the footnote content which may need to be resolved, but I'm not sure how to at this point.
