This is the CLI part of plans v7: a new self-serve Starter plan ($49/mo, 2 concurrent runs) next to Pro. Spec and plan are in evalshift/evalshift-server#49 (docs/superpowers/specs/2026-11-06-starter-tier-design.md).

These are docs and copy changes only, with no behaviour change. The CLI prints whatever upgrade message the server sends.

  • DOCS.md and docs/hosted.md: "each org needs its own Starter or Pro subscription". The sample 402 now matches the server's new message ("Subscribe to Starter or Pro to push runs and keep the CI gate — existing runs stay readable.").
  • _scaffold.py generated-workflow comment, docs/github-action.md, DOCS.md and llms-full.txt: "concurrent-run limit (Starter: 2; Pro: 5; Enterprise: by contract)".
  • tests/unit/test_docs_currency.py: the old Pro-only phrases are added to RETIRED_PLAN_TERMS.
  • tests/unit/test_hosted_cli.py: the trial-ended fixture message is updated to the server's new wording.

No release is needed for this feature. It can ship with the next CLI release, after which the client runs sync:llms. Merge it after the server PR, so the docs don't describe a plan that doesn't exist yet.

Checks: make lint is clean, and make test gives 3521 passed with 95% coverage.
