Bug: Evaluator Creation API Endpoint Mismatch
When force=True, if the initial evaluator existence check fails, the fallback POST request for evaluator creation incorrectly uses the V1 API endpoint. This is inconsistent with other creation paths and sends a V2-designed payload to a V1 endpoint, which may lead to API errors.
