tools: add continuous reporting feature to benchmark tool

Report results at regular intervals if required, for e.g while executing long-running benchmarks.

Also, terminate gracefully upon SIGINT/SIGTERM after printing report of the run until this point.

I'm waiting for a etcd-io member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Can you please review this PR and let me know what you think of this feature, as well as the way it's been imlpemented? This implements #21995, more details on the rationale here

I've been suggested to bring this to the sig-etcd meeting, but since it's out of my timezone, I thought it best to get some early feedback in an async manner first; I can always still bring it to the meeting if you think that's an essential first step! TIA!
