This PR adds the ability to generate and download coverage reports from Deno.

Known Issues & Caveats

  1. We don't enforce coverage just yet, since there isn't a very good action that we can use.

Add test & preflight CI scripts to test that I'm doing this right lol
Add fn-setup to encapsulate all setup steps and DRY up the main ci workflow
