Replace tibdex/github-app-token with actions/create-github-app-token

[Copilot]

The tibdex/github-app-token action has been archived and is no longer maintained. This PR migrates all GitHub workflows to use the officially supported actions/create-github-app-token action instead.

Changes Made

Updated the following workflow files:

• .github/workflows/addToProject.yml - Project assignment automation
• .github/workflows/labeler.yml - Issue and PR labeling automation
• .github/workflows/updatecli.yml - Dependency update automation
• .github/workflows/pre-post-release.yml - Release automation

I've removed the unrelated license headers from the Java test files. The changes have been reverted to their original state as requested. Commit: 7514da8
